We are proud to be an EQUUS Foundation 2019 Guardian and share our horse care & use practices with the public.

MISSION & PROGRAMS

Our organization provides equine-assisted activities and/or therapies (EAAT) for individuals with special needs using certified instructors, specialists, therapists, counselors, trainers and/or facilitators (full-time, part-time, independent contractors, and/or service providers) who have certified training applicable for people with special needs and specific to the program offerings - either on staff or accompanying clients when participating in our programs.
Our organization provides community outreach and/or public education programs involving horses.

Mission:
Working in conjunction with the Monmouth County Park System, Special People United to Ride (SPUR) is a non-profit 501(3)(c) organization that provides individuals with disabilities the opportunity to achieve personal goals through therapeutic horseback riding. The park system's Sunnyside Equestrian Center provides a safe environment where personal strengths are accentuated by the freedom of riding and handling a horse. Students work to improve self-esteem, social skills, balance, muscle tone and posture, as well as to process sensory messages sent to the brain.
     
     It is the mission of the Board of Directors of SPUR to raise funds for the assistance of individuals with disabilities through need-based scholarships for SPUR therapeutic horsemanship programs. In addition, the Board of Directors will provide material assistance to the Monmouth County Park System for the implementation of its therapeutic horsemanship programs, when deemed necessary by the SPUR Board of Directors.

Summary of organization's goals, strategies to achieve the goals, accomplishments, and capabilities to meet the goals, including its long-term plans to sustain its programs:
Our goals are to 1) provide and execute fundraising events, to seek available grants and to solicit the financial support of the community for the implementation of the Board's Mission; 2) provide scholarships for those disabled individuals who cannot financially afford SPUR therapeutic horsemanship lessons; 3) provide a safe retirement for SPUR horses when they are no longer able to work in the SPUR program; 4) assist the Monmouth County Park System in purchasing appropriate horses when needed for the SPUR program; 5) help provide financial assistance for continuing education for SPUR instructors; and 6) inform the general pubic about SPUR and the positive effects therapeutic riding has for disable individuals and to gain their support.
     
     Every year we develop a budget that addresses these goals that reflects adjustments made for the growth in the program, especially the Therapeutic Horsemanship Program that has increase significantly over the past 4 years.
     
     We have focused on executing fundraising events of all sizes that can be repeated throughout the year or on an annual basis to assist in forecasting future income. This is always a work in progress.
     
     We have also recruited this past year new board members with diverse backgrounds to assist in expanding our outreach efforts. We have a new board President with lots of new ideas.

Overview of our programs involved with providing EAAT to individuals with special needs:
     SPUR has the following three programs:
     
     The Horses for Heroes program offers veterans and active duty military personnel specially tailored workshops. Through learning about horse behavior and utilizing non-mounted interactive activities, veterans develop a bond with their equine partner. The workshops are run by PATH International Certified Therapeutic Riding Instructors and PATH International Certified Equine Specialists.
     
     Therapeutic Horsemanship for Children and Adults is a program for students from the age of four throughout adulthood who come to SPUR to enjoy the many benefits of therapeutic horsemanship. Instructors and students work together in SPUR lessons to attain desired physical, cognitive, and/or emotional goals via a variety of Equine Assisted Activities and Therapies (EAAT). Children and adults with disabilities begin with a leader and sidewalker in addition to the instructor. Each SPUR lesson is tailored to the individual's own physical and emotional needs. All sessions are 8 weeks long.
     
     Equine Environment for Learning (EEL) is a custom eight-week program developed for school groups with up to ten participants. The program curriculum consists of classroom activities and both mounted and un-mounted activities with horses. Goals such as team building, respect, responsibility, safety, and kindness and building self-esteem are crafted within the program. Participants will explore horse behavior and care, along with basic beginner riding skills.

At a time when equestrian sports are under pressure to protect horses while making those sports more accessible, so too must all equine organizations ensure that horses are treated humanely when interacting with people with and without special needs. Our organization takes the following steps to ensure that horses are benefiting from their interactions with people:
     Our therapy horses are carefully selected since they are critical to the success of our EAAT programs. After they are evaluated by our vet, they undergo specialized training that includes various types of sensitivity exposure to determine if a particular horse has the right mind set needed to become a therapy horse.
     
     Once this is established, the horses are slowly entered into our weekly lesson programs. All our horses are carefully matched up by the head instructor, lesson instructor and barn manager with the appropriate rider. This pairing is evaluated every week to ensure that a sound relationship is established. Adjustments will be made, if necessary. Over the years, many of our riders have established close relationships to particular horses which is beneficial to both the rider and the horse.
     
     The hours each horse works are carefully tracked to ensure that they are not overtaxed and that we meet the PATH International certification requirements. The barn manager and her staff monitor daily the physical and mental conditions of all our horses. All issues are addressed immediately.
     
     We also ensure that any horse that has reached the end of its EAAT career is retired at an appropriate facility. We just recently retired two horses at a farm in PA where they will live out their natural lives.


DEFINITIONS:
Equine Assisted Activities and Therapies (EAAT): Any equine-assisted activity or therapy, mounted or ground-based, including but not limited to treatments that incorporate equine activities and/or the equine environment and/or experiential learning approaches that promote the development of life skills for educational, professional and personal goals through equine-assisted activities. Equine assisted activities include but are not limited to therapeutic riding, therapeutic driving, interactive vaulting, grooming and/or stable management.

Special Needs: Any difficulty or difficulties (such as a physical, emotional, behavioral, or learning disability or impairment) that require or benefit from assistance and support from certified specialists, therapists, counselors, instructors, trainers and/or facilitators. The difficulty may not be limited to a health issue but may result from the interaction between the individual and the society in which he or she lives arising from an abusive or unhealthy environment and a lack of resources, including economic resources, which can impact an individual's ability to successfully transition into adulthood and being at-risk of a future with less than optimal outcomes.

At-Risk: Refers to being at-risk of a future with less than optimal outcomes. Youth are considered at-risk for a number of reasons, such as if they are homeless or transient, involved in drugs or alcohol, abused sexually, physically or emotionally, mentally ill, neglected at home or live in stressful family environments, lacking social or emotional supports, and involved with delinquent peers. At-Risk youth are likely to be involved in a number of risky behaviors, such as running away, skipping school, drinking under age, engaging in sexual behavior, displaying disruptive behavior, bullying/harassment, fighting, and committing acts of vandalism.

     Annually the Monmouth County Park Systems runs a program to educate the public on disability awareness which includes using horses as a form of therapy.

Special People United to Ride (SPUR) works in conjuction with the Monmouth County Park System to provide a therapeutic riding program for individuals with disabilities. The county owns and operates the facility, including the horses. The County provides an annual budget for personnel, horse care, facility operations (e.g., utilities) and maintenance of the barn, paddocks, equipment, etc. The County budget is limited especially in times of economic stress.
     
     The SPUR Board of Directors are therefore primarily responsible for raising additional funding for a scholarship program for needy riders, and for training expenses for the instructors and for long-term care of the program horses not provided by the county which rarely covered by the budget from the County. This includes covering the purchase of new horses and the retirement of older horses, when necessary.

     Special People United to Ride (SPUR) has written Agreement of Assistance with the Monmouth County Board of Recreation Commissioners (the Commission) that was renewed on January 27, 2014. This is the third such agreement since 1989. There is no end date stated in this agreement. However, it is expected that it will be renewed at some point in the future.

It is located on Middletown-Lincroft Road in Middletown, New Jersey. The equestrian center is part of a 135-acre Sunnyside Recreation Area. It features an 18-stall stable, an outdoor instructional ring and an 80' x 200' indoor arena that allows lessons to be offered year-round. The center also boasts classroom space, offices for the administrative staff and instructors, and a waiting area for participants and their families with large observation windows looking into the indoor arena. The county fully manages the operation of the facility including care for the horses. There are currently 18 horses used for equestrian related programs at the center. The center is staffed by 5 full-time and 19 part-time employees including 12 PATH International certified instructors. The county is responsible for all aspects of managing these employees including hiring, payroll and human resource requirements. The budget for the equestrian center which includes all items for the care of horses (e.g., vet and farrier, hay/feed, manure management, saddles/bridle equipment, barn maintenance equipment) is approved annually and was $84,217 in 2015. The cost for operating and maintaining the buildings (e.g., utilities costs, lawn maintenance, fence repair) comes out of a different county budget specific for the whole Sunnyside Recreation Area that is managed by a Park Ranger.
