Special People United to Ride (SPUR) works in conjuction with the Monmouth County Park System to provide a therapeutic riding program for individuals with disabilities. The county owns and operates the facility, including the horses. Personnel include instructor and barn management, instructors, animal attendants and administrative support who are employed by the county. County funding is limited especially in times of economic crisis. The SPUR Board of Directors are therefore primarily responsible for raising additional funding for a scholarship program for needy students, for training expenses for the instructors and for long-term care of the program horses not provided by the county.

Describe your training process for employees and volunteers and the types of human resource documents used in your organization including job descriptions, evaluations, etc. All the instructors are certified as Professional Association of Therapeutic Horsemanship International (PATH Intl) Registered Therapeutic Instructors and a few as Equine Specialists. The Monmouth County Park System maintains their human resource documents according to the county's protocols. Volunteers are required to take an initial all day training seminar on barn safety, leading and grooming a horse, and the therapeutic riding program. SPUR is not involved in the management of either the county personnel or the volunteers; both are conducted by the county.

     SPUR Programs

Horses for Heroes program offers veterans and active duty military personnel specially tailored Horses for workshops. Learning about horse behavior and utilizing non-mounted interactive activities, veterans develops a bond with their equine partner. The workshops are run by PATH International Certified Therapeutic Riding Instructors and PATH International Certified Equine Specialists.

Therapeutic Horsemanship for Children and Adults is a program for students from the age of four throughout adulthood come to SPUR to enjoy the many benefits of therapeutic horsemanship. Instructors and students work together in SPUR lessons to attain desired physical, cognitive, and/or emotional goals via a variety of Equine Assisted Activities and Therapies (EAAT). Children and adults with disabilities begin with a leader and sidewalker in addition to the instructor. Each SPUR lesson is tailored to the individual's own physical and emotional needs. All sessions are 8 weeks long.

Equine Environment for Learning (EEL) is a custom eight-week program developed for school groups with up to ten participants. The program curriculum consists of classroom activities and both mounted and un-mounted activities with horses. Goals such as team building, respect, responsibility, safety, and kindness and building self-esteem are crafted within the program. Participants will explore horse behavior and care, along with basic beginner riding skills.

III. POLICIES

1. Describe your equine management philosophies, practices, policies and operations with respect to the use of the horses in your program, including the rehabilitation and retraining (if applicable), ongoing training, schooling and exercising plan for each horse and your policy as to the number and condition of the horses accepted by your organization. 
     We strive to keep our 16 horses as naturally as possible. Quality hay, grain and supplements are provided daily. 24/7 turnout is provided with horses stalled during their work hours. All horses are barefoot, receiving a natural trim by an AANHCP certified practitioner every 4-6 weeks. Our training, retraining and handling of our herd consists of methods based on the horses' own behaviors, communications and psychologies. With the exception of a few retired herd members, our horses receive ongoing schooling to maintain mental, emotional and physical fitness. Goals are provided for each horse specific to their learning and training needs. We can maintain 17-18 horses maximum. Horses must be vetted, sound and in good health before acceptance into program. Each horse's physical and mental condition is assessed daily. Horses are scheduled or removed from programming, as needed, and their hours are well under PATH International's Standard for acceptable hours worked per day.

2. Describe how your horses are acquired (adoption, seizure, surrender, donation, purchase, auction sale, retirement). 
     Horses are acquired through a variety of means: adoption, donation, purchase, and permanent loan. All horses undergo a 60-90 day trial period before permanent acceptance into program to determine suitability as a therapy horse.

3. Describe under what circumstances horses leave your organization. Please describe in detail your horse adoption/fostering practices and procedures including any recruitment initiatives you have to attract potential adopters. Please include your policies and practices with respect to horses that are no longer useful or manageable and horses that need to be retired. 
     Horses who can no longer work in mounted and unmounted programming due to physical and/or emotional concerns will be retired from the program. Once a horse is ready to retire, plans are set in motion to re-home him/her. Horses have been sent to Ryerss Farm for Aged Equines in Pottstown, PA, as well as placed with the horse's prior owner or approved adoptive families. When a horse is placed with an adoptive family, the adoptee(s) must undergo application and screening processes to ensure the horse is placed in a safe and permanent situation.

4. For new horses, describe your initial assessment process for each horse (i.e. physical examination, test ride, health record, Coggins test, quarantine, veterinary consult, etc.). 
     All horses arriving on the property must have a current negative Coggins. All horses undergo a pre-acceptance vetting. Prior to arrival, horses are visited and assessed at their current location, including being ridden by the current owner and a representative of the Monmouth County Park System. Upon arrival, horses are given an opportunity to acclimate; then they spend the remainder of their trial period being exposed to the facility, participating in mock lessons, and being ridden and handled on a regular basis.

5. Describe your overall horse health care plan and how you assess and monitor the health of your horses on an ongoing basis. Include a description of your vaccination and worming schedule. Include a description of your health/veterinary care plan for at-risk animals, geriatric horses and horses with serious issues. 
     Our herd is maintained as naturally as possible, including feeding of high quality hay and feed and regular turnout. Horses are vaccinated twice per year and wormed three times per year, unless otherwise directed by veterinarian based on fecal exams. Horses are checked by veterinarian at least twice per year (unless more regular exams are needed) and receive dental care 1-2 times per year, as per veterinarian recommendation. The entire herd is barefoot and maintained on a natural trim cycle every 4-6 weeks. Certain horses also receive chiropractic and acupuncture, if necessary. Geriatric horses receive special care and daily administration of medication, if necessary. All herd members are observed daily by trained, MCPS employed Animal Attendants who report to the Stable Manager. Each horse has specific health records maintained by Stable Manager.

6. What is the euthanasia policy? Please include specifically under what circumstances your organization will euthanize a horse and whether your organization will euthanize a healthy but difficult horse for space: 
     Herd members are euthanized only when recommended by veterinarian to no longer have reasonable quality of life. A healthy horse will NEVER be euthanized.

     Our herd does not undergo any breeding. No stallions will be considered for acceptance into program.

     Special People United to Ride (SPUR) has written Agreement of Assistance with the Monmouth County Board of Recreation Commissioners (the Commission) that was recently renewed on January 27, 2014. This is the third such agreement since 1989. There is no end date stated in this agreement. However, it is expected that it will be renewed at some point in the future.

     The Commission provides SPUR with office space, as per a "Temporary Use and Occupancy Agreement" (included in the Agreement of Assistance), various materials and support, as may be appropriate, included but not limited to clerical, technical and other support personnel. There is no compensation to the Commission for the use of the office space or the materials and support.

2. Facility Horse-Related Questions

2. Describe the number and type of pastures and paddocks, fencing, enclosures, stabling including barns and run-in sheds. Sunnyside Equestrian Center has one 18 stall barn with 6 paddocks that all have 1-2 run in sheds that can accommodate anywhere from 4-8 horses and ponies. Two of these paddocks are "Paddock Paradise" tracks featuring 15 ft. wide non-grass tracks separated from grass by electric fencing. Certain areas of the track are covered with other materials such as sand and pea gravel to help mimic a horse's natural terrain in the wild and promote proper hoof growth and exfoliation. Two of our paddocks are dry lots. All fencing is wooden post and rail. All dry lots have multiple slow feeder hay bags.

3. Describe how you manage the use of your pastures/paddocks given the size and number of your pastures/paddocks and the number of horses you have at this facility.
     We have 2 dry lots with one run in shed in each lot, that can house 4-5 horses. Each dry lot contains a herd of 4 horses. Our Paddock Paradise tracks hold 2 run in sheds, thus able to contain a herd of 10 horses. We choose to only keep 5-7 horses (maximum of 8) out on each of the tracks. Each paddock has a large 70 gallon trough with a trough heater. Each dry lot contains multiple slow feeder hay bags, quantity dependent on amount of horses and is picked daily to limit manure pileage.

5. Describe the area where your training, riding and equine related activities are conducted, including what type of footing/surface is utilized and what factors were considered to determine the suitability and condition of the area for the activities conducted.
     We have 2 arenas where training and programming occurs. Our indoor arena is 80' x 200' and holds a mixture of air foot material (75% rubber, 25% fiber) and mason sand. Our outdoor arena is slightly smaller at approximately 120' x 120' and also includes a 60' round pen. The indoor has a mounting block chute that meets PATH International Standards. The arena was designed taking into consideration PATH Center Standards for therapeutic programs. Our center is an active PATH Premier Accredited Center.

     Sunnyside Equestrian Center is a division of the Monmouth County Park System, and in compliance with CAPRA (Commission for Accreditation of Park and Recreation Agencies) Standards. We are a PATH International Premier Accredited Center.

9. Describe the availability/accessibility of emergency horse transportation at this facility.
     Our 3 horse trailer is on premises at all times, as well as our Park Ranger truck which we use to hitch to our trailer.

11. Describe the plan, process and/or procedures to insure appropriate assessment of tack and the use for saddle fittings, tack, blankets, etc.
     Stable Manager and Head Instructor regularly monitor horse's tack assignments to ensure best fit and comfort. When new tack is purchased, horses are measured and tack is tested out to guarantee best results. Horses are also measured for proper blanket fitting.

12. Describe the system used by your organization to help staff and volunteers readily identify each horse on the property.
     Each horse has their "ID information" on their stalls, including picture, name, breed, sex and age. Volunteers are not allowed into pastures, and staff undergo orientation and training, including herd introductions.

13. Describe your housing plan and the turnout process/plan for horses normally stall bound.
     None of our horses are stall bound. In case of emergency or injury that results in isolation, we have 2 60' round pens and a 1/4 acre paddock to contain horses that are in need of quarantine.

14. Describe your feed, feed management plan and your guidelines for the use of supplements.
     Our feed management plan is designed to replicate a horse's natural diet. We provide free choice hay which is a mixture of timothy and orchard grass. 16 out of 17 horses are on a diet of oats and vitamin supplements. Any additional supplements to specific horses (flax, pre+probiotics, rice bran, digestive support) are given as per veterinarian or Stable Manager recommendation based on a natural diet. One of our horses is 35 years old and will only eat Equine Senior. No other horses receives excess sugar in their diet and grass intake is limited to no more than 4 hours per day.

15. How do you use the Henneke Body Conditioning Score to guide you in your hennekeing/exercising/use practices for each horse?
     Horses are monitored regularly for their body condition. Any horses with a score of 6 or above receive exercise 4-5 times per week and the grain amounts are reduced. Currently all of our horses are with a score of 5-6. Any horses that are within a score of 4 or below are managed in accordance with AAEP Care Guidelines to increase weight, as well as veterinarian recommendations.

16. Please describe your activities to limit or control the advent and spread of disease within your facility (Biosecurity plan). This should include but is not limited to your manure management and disposal procedures, your carcass disposal plan and your parasite control plan. Please indicate the role of your veterinarian in the development and implementation of your overall plan.
     We have an extensive Biosecurity plan, and the backing of the Monmouth County Park System and their facility management. Manure management: we use a manure dumpster which is picked up regularly by a local farmer. Our fields are picked daily and stalls multiple times per day. Carcass disposal: if a horse is euthanized on the property we use a carcass disposal company contracted through our veterinarian to pick up said body. Parasite control: apart from local wildlife (birds and bats mainly), we receive multiple shipments per year of Spalding Fly Eliminators that we spread throughout the barn and property.

17. Please describe your emergency preparedness plans that address weather related issues, fire safety procedures and/or any additional hazardous scenarios your facility could potentially experience.
     Our emergency preparedness plan is extensive as well. As a county park, we are regularly inspected by Park Managers, County Park Inspectors and adhere to all county codes regarding fire safety. We have multiple fire extinguishers stationed throughout the facility, a dry system sprinkler throughout our barn, arena and offices/lobby, as well as a strobe light and audible alarm system. The entrance from our barn into arena also has a fire door that will shut down in case of fire. We have done pre-planning with our town's fire department, and regularly undergo staff and ranger training on emergency preparedness. All of our staff and volunteers are aware of the emergent meeting site, as well as provided access to our Park Rangers, who have CPR/First Aid/Emergency Training. Various other staff members, including management and instructors, are always up to date on CPR/First Aid Training.

18. Please describe the security in place at the facility or facilities to restrict public access and to keep horses safe. Do you have a security system and/or on-premises caretaker?
     Our park is monitored by Park Rangers at night, with one assigned Ranger during he day. Entrance to the Park is gated and locked during non-open hours. As a county park we are open to the public during open hours with a number of staff members visible and present at all times.

Sunnyside Equestrian Center is owned and operated by Monmouth County Park System. It is located on Middletown-Lincroft Road in Middletown, New Jersey. The equestrian center is part of a 135-acre Sunnyside Recreation Area. It features an 18-stall stable, an outdoor instructional ring and an 80' x 200' indoor arena that allows lessons to be offered year-round. The center also boasts classroom space, offices for the administrative staff and instructors, and a waiting area for participants and their families with large observation windows looking into the indoor arena. The county fully manages the operation of the facility including care for the horses. There are currently 16 horses used for equestrian related programs at the center. The center is staffed by 5 full-time and 14 part-time employees including 8 PATH International certified instructors. The county is responsible for all aspects of managing these employees including hiring, payroll and human resource requirements. The budget for the equestrian center which includes all items for the care of horses (e.g., vet and farrier, hay/feed, manure management, saddles/bridle equipment, barn maintenance equipment) is approved annually and was $84,217 in 2015. The cost for operating and maintaining the buildings (e.g., utilities costs, lawn maintenance, fence repair) comes out of a different county budget specific for the whole Sunnyside Recreation Area that is managed by a Park Ranger.
